Weiss Park Rules and Regulations

These rules and regulations are for the benefit of Weiss Park Home Community (the “Park”), and apply to all tenants and residents. Violations shall be considered as adequate grounds for termination of any lease at the landlord’s sole discretion.


The landlord may from time to time change or amend these rules and regulations, in which event, the new or amended rules and regulations shall become immediately effective upon a written notice to the tenants. Ignorance of a rule or regulation will not be accepted as an excuse for violation.


1. No commercial business of any type shall be conducted from any manufactured home. No signs, advertisements, radio or television aerials, or other equipment visible from the outside shall be installed on any manufactured home, including front, side, and rear.


2. The Park is designed to be a quiet community. Although children may from time to time be allowed in Weiss Park at the manager’s discretion, tenants/parents are responsible for their conduct and for any damage or nuisances caused by their children. 


Children are not to cause undue noise or any disturbance, nor are they to play in the streets, on any other resident’s property without that resident’s approval, on vacant sites, or around the lagoon. Children must always be under the supervision of a responsible adult.


Children are not permitted to have outside their home any type of pellet or BB gun, slingshot, or projectile-type device. Tenants are also responsible for the conduct of their guests and their children. Acts by such guests and their children in violation of these rules and regulations shall be deemed to be made by the respective tenant.


3. All manufactured homes shall have address numbers readable from the center of the street facing the manufactured home.


4. Before beginning any construction of any kind or nature whatsoever, whether interior or exterior (including, but not limited to, carports, sheds, fences, decks, cabanas, steps, etc.), a written approval from the manager must be obtained. The landlord may, at their sole discretion, deny permission to perform such work.


Generally, permission will not be denied if the proposed construction is of good quality and consistent, in the landlord's sole judgment, with the architectural harmony of the entire Park. Utility sheds will be required to be tied down with over-the-roof straps and located in an area approved by the landlord.


All steps will be required to have a railing, and if carpeted, the carpeting must be installed in a professional manner and maintained in a good and clean condition. 


Concrete blocks or wooden boxes will not be permitted even for temporary use. The landlord will require the tenant to remove any such construction that did not have the landlord's prior written approval. No fences of any kind in front of a manufactured home will be approved.


5. Window air conditioners shall be installed only on the side or end of the manufactured home facing away from the abutting street. Window air conditioners shall be appropriately covered in the winter.


6. Each tenant shall maintain his lot in a clean and orderly fashion and care for the lawn, trees, shrubs, flowers, etc. The lawn must be mowed and trimmed up to the adjoining lots. If there is a fence, the fence run must be kept clean.


No vehicles, boats, or trailers are to be parked on the grass at any time. Tenants are encouraged to plant flowers, shrubs, etc., but only after the landlord has given a written approval to the kind and location. Underground utility lines must not be endangered.


7. Cars, trucks, boats, ATVs, trailers, and other vehicles are to be parked in the driveways and not on the streets. Trucks are limited to one ton. Cars, trucks, trailers, or other vehicles that are not in running condition or do not have valid licenses will be removed by the landlord at the tenant's expense.


No overhauling, working on vehicles, or having vehicles jacked up or blocked will be allowed. Motorcycles will be allowed, but only if their use is not accompanied by loud noises or what otherwise constitutes a nuisance to the Park. Go-carts or other unlicensed vehicles are not allowed on the streets or on vacant land within the Park.


8. The speed limit on all streets within the Park is 15 miles per hour.


9. The manager will post notices from time to time regarding trash pickup. All trash, garbage, grass, leaves, and litter are to be placed in plastic bags and placed in the dumpster at the entrance to the Park.


Discarded furniture, appliances, and large bulky items will not be picked up, and it is the tenant's responsibility to remove the same from the Park. Wood and branches will be picked up if cut into four-foot lengths, tied in bundles, and placed by the dumpster.


10. No storage of bottles, cans, boxes, tires, batteries, refrigerators, washers, dryers, equipment, hoses, debris, litter, or other unsightly or unhealthy matter will be permitted in the yard, on driveways, on patios, or under the manufactured home. All toys, bicycles, lawn equipment, and other such items will be stored out of sight.


11. The landlord will furnish one mailbox for each lot at the entrance to the Park. The mailboxes remain the property of the landlord at all times. Each lot will be assigned a specific mailbox, and it is the responsibility of the tenant to see that the mailbox is properly identified for the deposit of mail.


12. No permanent outdoor clotheslines will be permitted except for one circular framed line per lot placed in the rear of the lot.


13. Tenants will comply with all laws, ordinances, and regulations of applicable governmental authorities.


14. No pets of any kind (including, but not limited to, dogs, cats, or other animals, insects, fowls, fish aquariums, or reptiles) shall be permitted to be kept either indoors or outdoors in the park without the prior written approval of the landlord. The landlord may deny permission to keep a pet in the Park at any time.


If accepted by the landlord, the pet must weigh 20 lbs. or less. Large outside dogs are never permitted. All approved pets, when required by the governmental authority, shall be vaccinated and licensed. Approved pets, when they're outdoors, shall be leashed and restrained within the perimeter of the applicable lot.


Any pet running loose in the park will be impounded at the owner’s expense and the tenant may be notified to vacate his premises or give up his pet. The owners of the pets are responsible for any damage or destruction caused by their pets, and the owners shall promptly remove pet wastes and litter from yards and driveways.


No outdoor dog houses, hutches, pet pens, or similar pet accommodations are permitted. Landlord pet approvals may be revoked if, in the landlord's sole discretion, such approved pet has become a nuisance to the neighbors or to the park.


15. No soliciting or delivering of handbills and no advertising signs of any kind shall be permitted in the Park without the landlord's prior approval.


16. Tenants who own their own manufactured home are responsible for problems due to faulty hookups and for sewer, water, and electrical service from the hookup point to the manufactured home. Heat tape installations and maintenance are also the responsibilities of such tenants.


It is every tenant's duty and responsibility prior to digging, installing tie-downs, carports, awnings, etc. to ask the landlord where the location of any underground utility line is situated. Damage caused to these lines by the tenant shall be repaired at the tenant's expense.


Aboveground waterlines shall be insulated by the tenant at the tenant's expense. Any excessive use of water due to burst aboveground lines and pipes shall be at tenant's expense. A well-designed sewage system has been installed for the use of all tenants. Do not deposit coffee grounds, grease, sanitary napkins, disposable diapers, heavy paper, etc., in commodes or sinks.


17. Communications to the landlord requesting some action by the landlord should be made in writing, dated, and signed by the tenant.


18. For the benefit of everyone, all activities, whether indoor or outdoor, that may be disturbing to the neighbors or other residents of the Park, shall cease no later than 10:00 PM on Sundays and weekdays (other than Friday) and no later than 11:00 PM on Fridays and Saturdays. It is also requested that traffic be kept at a minimum after these hours.
